TO AMEND HR 4264, FISCAL 1989 DEFENSE AUTHORIZATION, TO ALTER THE DAVIS-BACON ACT REQUIRING FEDERAL CONTRACTORS TO PAY WORKERS LOCALLY COMPETITIVE WAGES BY RAISING THE THRESHOLD OF APPLICABILITY FROM $2000 TO $15,000 FOR REPAIR AND ALTERATION JOBS, AND FROM $2000 TO $50,000 FOR ALL CONSTRUCTION PROJECTS. THE MURPHY AMENDMENT WOULD ALSO PROHIBIT DIVIDING CONTRACTS TO EVADE THRESHOLDS AND PERMIT WORKERS TO TAKE ACTION AGAINST CONTRACTORS WHO DENY COMPETITIVE COMPENSATION.
