THE NICKLES AMENDMENT REQUIRED THAT FEDERAL AIDS PROGRAMS ISSUE WARNINGS OF HIGH-RISK ACTIVITIES, AND WAS SUBSEQUENTLY ADOPTED BY VOICE VOTE.
