TO APPEAL THE RULING OF THE CHAIR THAT THE ARMSTRONG, CO AMENDMENT TO HR 4776, FISCAL 1989 DISTRICT OF COLUMBIA APPROPRIATIONS, WAS IN ORDER. THE ARMSTRONG AMENDMENT EXEMPTED LOCAL RELIGIOUS INSTITUTIONS FROM LOCAL LAWS PROHIBITING DISCRIMINATION BASED ON SEXUAL ORIENTATION, AND WAS CHALLENGED AS LEGISLATION ON AN APPROPRIATIONS BILL. THE RULING OF THE CHAIR WAS UPHELD.
