PASSAGE WOULD PROHIBIT CONSIDERATION OF THE BILL IF IT WOULD CAUSE THE DEFICIT TO SURPASS THE LEVELS ESTABLISHED BY THE BALANCED BUDGET AND EMERGENCY DEFICIT CONTROL ACT OF 1985 GRAMM-RUDMAN-HOLLINGS.
