To express the sense of the Senate that the Federal Government should provide States and communities with adequate resources under the Individuals with Disabilities Education Act as soon as reasonably possible, through the reallocation of funds within the current budget constraints. — (SENATE AGREED TO THE JEFFORDS/GREGG/DODD AMENDMENT NO. 1420, TO EXPRESS THE SENSE OF THE SENATE THAT THE FEDERAL GOVERNMENT SHOULD PROVIDE STATES AND COMMUNITIES WITH ADEQUATE RESOURCES UNDER THE INDIVIDUALS WITH DISABILITIES EDUCATION ACT AS SOON AS REASONABLY POSSIBLE, THROUGH THE REALLOCATION OF FUNDS WITHIN THE CURRENT BUDGET CONSTRAINTS.)
