PLAN WHICH WOULD HAVE TRANSFERRED APPROXIMATELY 900 EMPLOYEES OF THE IMMIGRATION & NATIONALIZATION SERVICE FOR THE DEPT. OF THE TREASURY. THE SENATE AMENDMENT WOULD PERMIT THE GOVT. TO BE SUED BY THOSE WHO ARE VICTIMS OF ACTS OF U.S. LAW ENFORCEMENT OFFICES.
