THE BAYH AMENDMENT, IN THE NATURE OF A SUBSTITUTE, REQUIRES THAT ALL ALTERNATIVE METHODS FOR REMEDYING, DE JRERE SEGREGATION BE USED BEFORE BUSING OF STUDENTS IS ORDERED OR PROPOSED.
