THE MONDALE AMENDMENT BARS U.S. ECONOMIC AND MILITARY AID TO ANY GOVERNMENT WHICH PERMITS THE PRODUCTION OF OPIUM POPPIES AND WHICH DOES NOT EFFECTIVELY PREVENT THE DIVERSION OF OPIUM AND ITS DERIVATIVES INTO INTERNATIONAL MARKETS. THE TOWER AMENDMENT THERETO DELETES CONGRESSIONAL PEROGATIVES THEREIN AND ALLOWS THE PRES. TO WAIVE CERTAIN OF ITS PROVISIONS IF REQUIRED BY NATIONAL SECURITY INTEREST.
