TO AMEND PELL (D,RI) AMENDMENT TO H.J.RES. 496, A BILL PROVIDING SUPPLEMENTAL APPROPRIATIONS FOR THE CIVIL AERONAUTICS BOARD, THE VETERANS' ADMINISTRATION, THE DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE, AND THE GENERAL SERVICES ADMINISTRATION, SO AS TO PROVIDE $120 MILLION FOR THE NATIONAL DIRECT STUDENT LOAN PROGRAM BY REALLOCATING PROPOSED FUNDS WITHIN THE STUDENT ASSISTANCE PROGRAM. THE PELL AMENDMENT PROVIDES FUNDS FOR EDUCATIONAL GRANTS WITHIN THE SUPPLEMENTAL APPROPRIATIONS BILL.
