TO RECEDE FROM DISAGREEMENT TO SEN. AMENDMENT NO. 8 TO H.R. 8121, MAKING APPROPRIATIONS FOR DEPARTMENTS OF STATE, JUSTICE, AND COMMERCE, THE JUDICIARY AND RELATED AGENCIES. SEN. AMENDMENT 8 IS A NON-BINDING PROVISION THAT IT IS THE SENSE OF CONGRESS THAT ANY NEW PANAMA CANAL TREATY OR AGREEMENT MUST PROTECT THE VITAL INTERESTS OF THE U.S. IN THE CANAL ZONE. THIS AMENDMENT IS IN LIEU OF CONSIDERABLY STRONGER HOUSE PASSED LANGUAGE THAT BARRED THE USE OF FUNDS IN THE BILL FOR NEGOTIATING THE SURRENDER OR RELINQUISHMENT OF ANY U.S. RIGHTS IN THE CANAL ZONE.
