TO AMEND THE PERCY AMENDMENT TO H.R. 10612, BY ALLOWING STATES AND LOCAL GOVERNMENTS TO UTILIZE SOCIAL SECURITY NUMBERS FOR GENERAL PUBLIC ASSISTANCE, DRIVERS LICENSES AND MOTOR VEHICLE REGISTRATION. THE LONG LANGUAGE RESTORES LANGUAGE IN THE ORIGINAL BILL. THE PERCY AMENDMENTS WOULD HAVE RESTRICTED STATE USE OF SOCIAL SECURITY NUMBERS TO ADMINISTRATION OF TAX LAWS.
