TO AMEND THE MOSS AMENDMENT (SEE RC 455) TO S. 3219, BY PROVIDING THAT DURING THE PERIOD OF PROPOSED STUDY NOTHING IN THE CLEAN AIR ACT SHALL BE CONSTRUED TO REQUIRE THE ESTABLISHMENT OF FEDERAL STANDARDS MORE STRINGENT THAN PRIMARY AND SECONDARY AIR QUALITY STANDARDS.
