TO TABLE THE MCINTYRE AMENDMENT TO H.R. 14846, AUTHORIZING FUNDS FOR FISCAL YEAR 1977 FOR CONSTRUCTION AT CERTAIN MILITARY INSTALLATIONS. THE MCINTYRE AMENDMENT PROHIBITS STATE TAXATION OF PERSONS WHO WORK IN A FEDERAL ENCLAVE IN SUCH STATE AND WHO ARE RESIDENTS OF ANOTHER STATE WHICH HAS NO INCOME TAX.
