TO TABLE AN APPEAL FROM THE RULING OF THE CHAIR THAT THE BROOKE AMENDMENT WAS OUT OF ORDER. THE BROOKE AMENDMENT REQUIRES THAT FUNDS IN THE ACT BE USED CONSISTENT WITH THE 5TH AND 14TH AMENDMENTS TO THE CONSTITUTION AND THE CIVIL RIGHTS ACT OF 1964.
