TO AMEND S. 2711, AUTHORIZING APPROPRIATIONS FOR THE CONSTRUCTION OF CERTAIN HIGHWAYS, BY PROVIDING THAT CITIES OVER 200,000 WHICH HAVE PENDING AN APPLICATION FOR FEDERAL URBAN SYSTEM AID FUNDING AND HAVE SUBMITTED THEM TO THEIR STATES, MAY, AFTER ONE YEAR IN WHICH THE APPLICATION HAS BEEN PENDING, APPLY DIRECTLY TO THE SECRETARY OF TRANSPORTATION FOR FUNDING.
