SYSTEM FOR APPORTIONING RATES OF ASSESSMENT BY HAVING NATIONS ASSESSED ACCORDING TO THEIR ABILITY TO PAY WHILE THE BARTLETT AMENDMENT SPECIFIED A REDUCTION OF 10% OVER A PERIOD OF FIVE YEARS IN U.S. CONTRIBUTION TO THE U.N. BUDGET.
