TO AGREE TO A SUBSTITUTE AMENDMENT FOR THE MONDALE REVISED SUBSTITUTE AMENDMENT (SEE R.C. 336) FOR THE FINANCE COMMITTEE AMENDMENT TO H.R. 10612. THE BROCK SUBSTITUTE PROPOSES THAT MINIMUM TAXES BE PAID ACCORDING TO THE HIGHEST ESTIMATE COMPUTED BY EITHER A FLAT RATE OR A REGULAR TAX METHOD.
