TO AMEND THE BEALL AMENDMENT TO H.R. 5546, AUTHORIZING FUNDS TO EXTEND HEALTH PROFESSIONS TRAINING AND HEALTH MAINTENANCE PROGRAMS. THE BEALL AMENDMENT PROVIDES THAT A NATIONAL COUNCIL SET GOALS REGARDING THE NUMBER OF RESIDENCY POSITIONS AVAILABLE IN EACH MEDICAL SPECIALTY. THE JAVITS AMENDMENT WITHHOLDS FUNDS FROM MEDICAL SCHOOLS WHICH DO NOT INCREASE THE NUMBER OF RESIDENT POSITIONS AVAILABLE IN PRIMARY CARE AREAS.
