THE LONG (MD) AMENDMENT PROHIBITS THE EXPORT-IMPORT BANK FROM EXTENDING LOANS OR GUARANTEES FOR THE EXPANSION OF A COMMODITY UNTIL THE PRESIDENT CERTIFIES TO CONGRESS THAT THE COMMODITY IS NOT IN SURPLUS IN THE UNTITED STATES AND ITS IMPORTATION WOULD NOT THREATEN U.S. FIRMS MANUFACTURING A SIMILAR OR COMPETING PRODUCT.
