TO MODIFY THE LONG (MD) AMENDMENT TO H.R. 12931, THE BILL MAKING FOREIGN AID APPROPRIATIONS FOR FISCAL YEAR 1979. THE ORIGINAL LONG AMENDMENT WOULD HAVE REDUCED THE FUNDS FOR THE INTER-AMERICAN DEVELOPMENT BANK AND THE INTERNATIONAL DEVELOPMENT ASSOCIATION BY $548 MILLION. THE OBEY AMENDMENT REDUCES THESE FUNDS BY APPROXIMATELY $24 MILLION.
