THE GIAIMO SUBSTITUTE (OFFERED BY MR. GIAMO FOR THE BUDGET COMMITTEE) BRINGS THE BUDGET RESOLUTION IN CONFORMITY WITH RECENT ACTIONS TAKEN BY THE HOUSE, AND SETS TARGETS FOR REVENUES AT $450 BILLION, BUDGET AUTHORITY AT $561 BILLION, AND OUTLAYS AT $489.9 BILLION, WITH A DEFICIT OF $39.8 BILLION AND A PUBLIC DEBT OF $838.1 BILLION. THE HOLT AMENDMENT REDUCES THE EDUCATION, TRAINING, EMPLOYMENT AND SOCIAL SERVICES FUNCTION BY $135 MILLION IN BUDGET AUTHORITY AND $355 MILLION IN OUTLAYS, AND ALSO REDUCES THE GENERAL PURPOSE FISCAL ASSISTANCE FUNCTION BY $88 MILLION IN BUDGET AUTHORITY AND $338 MILLION IN OUTLAYS.
