TO AMEND THE BLOUIN AMENDMENT TO H.R. 3744 BY EXEMPTING THOSE SMALL BUSINESSES WITH RETAIL SALES OF UNDER $500,000 FROM THE MINIMUM WAGE REQUIREMENT, AND EXTENDING THE EXEMPTION TO OTHER THAN SERVICE AND RETAIL BUSINESSES. THE BLOUIN AMENDMENT PROPOSES THAT THE CURRENT $250,000 EXEMPTION FOR SMALL BUSINESSES BE PERIODICALLY INCREMENTED BY $25,000 ACCORDING TO INDEXED MEASURES OF THE CONSUMER PRICE INDEX.
