THAT THE HOUSE CONCUR IN THE MOST RECENT SENATE AMENDMENT TO THE HOUSE AMENDMENT (SEE RC 645) TO SENATE AMENDMENT #82 (SEE RC 594) TO H.R. 7555, THE BILL MAKING APPROPRIATIONS TO THE DEPARTMENTS OF LABOR, AND OF HEALTH, EDUCATION AND WELFARE FOR FISCAL 1978. THE SENATE AMENDMENT UNDER CONSIDERATION HERE WAS PROPOSED BY SENATOR BROOKE OF MASSACHUSETTS. IT AUTHORIZES THE USE OF FEDERAL FUNDS FOR ABORTION WHEN THE MOTHER'S LIFE WOULD BE ENDANGERED BY THE PREGNANCY, WHEN THE PREGNANCY WOULD CAUSE SEVERE AND LONG-LASTING PHYSICAL HEALTH DAMAGE TO THE MOTHER, OR WHEN THE MOTHER IS A VICTIM OF RAPE OR INCEST AND HAS REPORTED THE INCIDENT TO A LAW ENFORCEMENT OR PUBLIC HEALTH SERVICE AGENCY.
