TO AGREE TO AN AMENDMENT IN THE NATURE OF A SUBSTITUTE FOR THE TREEN AMENDMENT TO H.R. 1614. THE BROWN AMENDMENT PROVIDES FOR THE USE OF THE SEVEN NEW ALTERNATIVE BIDDING SYSTEMS FOR NOT LESS THAN 10% NOR MORE THAN 30% OF THE TOTAL LEASE SALES IN THE NEXT FIVE YEARS. THE ORIGINAL TREEN AMENDMENT GIVES THE SECRETARY OF THE INTERIOR UNLIMITED AUTHORITY TO USE EITHER THE OLD OR THE NEW BIDDING SYSTEMS IN ANY PROPORTIONS.
