TO AMEND H.R. 1614 BY REQUIRING THAT SIX MONTHS AFTER ENACTMENT OF THE BILL, THE COAST GUARD MUST ISSUE STANDARDS FOR THE DESIGN, CONSTRUCTION, ALTERATION AND REPAIR OF OCS VESSELS AND FACILITIES. THE MURPHY AMENDMENT ALSO REQUIRES THAT ONE YEAR AFTER ENACTMENT OF THE BILL, ALL OCS VESSELS MUST BE MANNED BY AMERICAN CITIZENS OR PERMANENT RESIDENTS OF THE UNITED STATES.
