TO AGREE TO SEVERAL AMENDMENTS OFFERED IN THE NATURE OF A SUBSTITUTE FOR THE ASHBROOK AMENDMENTS TO H.R. 50. THE BAUCUS AMENDMENTS AFFIRM THAT ONE OF THE PURPOSES OF THIS ACT SHALL BE THE ACHIEVEMENT OF A BALANCED BUDGET THAT IS CONSISTENT WITH THE UNEMPLOYMENT GOALS SET FORTH ELSEWHERE IN THE BILL. THE ORIGINAL ASHBROOK AMENDMENTS STATE THAT ONE OF THE PURPOSES OF THE ACT SHALL BE THE ACHIEVEMENT OF A BALANCED FEDERAL BUDGET BY 1983.
