TO AMEND H.R. 3477 BY MAKING THE PROPOSED EMPLOYMENT TAX CREDIT AVAILABLE ONLY FOR NEW EMPLOYEES THAT HAVE PREVIOUSLY BEEN UNEMPLOYED 26 WEEKS OR LONGER, AND BY RAISING THAT CREDIT TO 50% OF THE FIRST $4200 IN WAGES PAID OVER EXISTING LEVELS.
