TO AMEND H.R. 12929 BY PROHIBITING THE USE OF THESE FUNDS FOR ABORTIONS, EXCEPT WHERE THE LIFE OF THE MOTHER WOULD BE ENDANGERED IF THE FETUS WERE CARRIED TO TERM, OR IN CASES WHERE THE MOTHER IS A VICTIM OF RAPE OR INCEST AND THE CRIME HAS BEEN REPORTED TO LAW ENFORCEMENT AUTHORITIES WITHIN 48 HOURS OF ITS OCCURENCE.
