THAT THE SENATE SUSTAIN THE RULING OF THE CHAIR THAT THE HELMS AMENDMENT #3850 TO H.R. 13511 IS OUT OF ORDER ON THE GROUNDS THAT IT VIOLATES SECTION 311 OF THE CONGRESSIONAL BUDGET ACT. SECTION 311 PROHIBITS PASSAGE OF ANY PROVISION THAT WOULD CAUSE U.S. REVENUES TO BE LESS THAN THE APPROPRIATE LEVEL OF REVENUES SET FORTH IN THE ANNUAL CONCURRENT RESOLUTION ON THE FEDERAL BUDGET. HELMS AMENDMENT #3850 PRESERVES THE TAX DEDUCTION FOR STATE AND LOCAL GASOLINE TAXES.
