TO AGREE TO AN AMENDMENT IN THE NATURE OF A SUBSTITUTE BILL TO S. 717. THE HATCH SUBSTITUTE BILL WOULD DIFFERENTIATE LAWS APPLYING TO COAL MINING OPERATIONS FROM THOSE PERTAINING TO NONCOAL OPERATIONS, AND WOULD UPGRADE HEALTH AND SAFETY STANDARDS FOR BOTH TYPES OF MINING OPERATIONS.
