THAT THE SENATE RULE ON THE QUESTION OF THE GERMANENESS OF THE KENNEDY AMENDMENT TO H.R. 7553. THE KENNEDY AMENDMENT WOULD BAR THE PRODUCTION OF THE NEUTRON BOMB UNTIL THE PRESIDENT FORMALLY APPROVES ITS PRODUCTION. EITHER HOUSE OF THE CONGRESS COULD THEN BY SIMPLE RESOLUTION VETO THE PRESIDENTIAL DECISION.
