TO AMEND H.R. 7553 BY BARRING THE PRODUCTION OF THE NEUTRON BOMB UNTIL THE PRESIDENT CERTIFIES TO CONGRESS THAT THE PRODUCTION OF THESE WEAPONS IS IN THE NATIONAL NEED. CONGRESS SHALL FURTHER HAVE THE POWER TO VETO THE PRESIDENTIAL DECISION BY MEANS OF A CONCURRENT RESOLUTION THAT MUST BE SUBMITTED WITHIN 45 DAYS OF THE DATE OF THE PRESIDENTIAL CERTIFICATION.
