TO AMEND S. 977 BY INSERTING A PROVISION THAT AUTHORIZES THE FEDERAL ENERGY ADMINISTRATION TO RECOMMEND PRICE REGULATION OF COAL IF THE RATE OF INCREASE OF THE PRICE OF COAL IS 10% GREATER THAN THE RATE OF INFLATION DURING ANY TWELVE MONTH PERIOD.
