THE ABOUREZK SUBSTITUTE BILL WOULD PROHIBIT MILITARY PERSONNEL FROM ENGAGING IN COLLECTIVE BARGAINING OR STRIKES DEALING WITH COMBAT-RELATED ISSUES, BUT WOULD ALLOW FOR THE REPRESENTATION OF PERSONNEL GRIEVANCES DEALING WITH NON-COMBAT ISSUES.
