THE BYRD AMENDMENT WOULD DELAY THE EFFECTIVE DATE OF THE BILL FOR 30 DAYS, THEREBY AWAITING THE PRESIDENT'S ADVICE ON RELATIONS AND NEGOTIATIONS WITH RHODESIA.
