THE ORIGINAL TOWER AMENDMENT TO THE BILL EXEMPTED SMALL RETAIL AND SERVICE BUSINESSES FROM MINIMUM WAGE LAWS IF THEIR GROSS VOLUME OF SALES WAS LESS THAN $1 MILLION ANNUALLY.
