THE HELMS SUBSTITUTE AMENDMENT PROHIBITS THE USE OF FEDERAL FUNDS FOR ABORTIONS UNLESS THE MOTHER'S LIFE WOULD BE ENDANGERED IF THE FETUS WERE CARRIED TO TERM.
