THE TOWER SUBSTITUTE PROVIDES FOR A TWO-YEAR STUDY OF CONSUMER COOPERATIVES BY A FEDERAL INTERAGENCY TASK FORCE, AND PROVIDES FOR A PILOT LENDING AND TECHNICAL ASSISTANCE PROGRAM FOR CONSUMER COOPERATIVES.
