THE GRIFFIN AMENDMENT INTERPRETS THIS PHRASE TO MEAN "THOSE PERSONS EXPECTED BY THE COMMUNITY TO RESIDE IN THAT COMMUNITY REGARDLESS OF WHETHER THE APPLICANT IS OR IS NOT AWARDED FUNDING UNDER THIS ACT."
