BAKER AMENDMENT #1513 STRIKES LANGUAGE IN PRESENT LAW THAT REQUIRES THE SECRETARY OF STATE TO AUTOMATICALLY RECOMMEND APPROVAL OF ANY APPLICATION FOR A NONIMMIGRANT VISA THAT HAS BEEN SUBMITTED BY A MEMBER OF A COMMUNIST ORGANIZATION WHO WISHES TO ENTER THE UNITED STATES.
