THE CANNON AMENDMENT PROVIDES THAT, NOTWITHSTANDING THE PROVISIONS OF THE NATIONAL ENVIRONMENTAL POLICY ACT, CONSTRUCTION MAY CONTINUE ON THE UPPER COLORADO RIVER STORAGE PROJECTS, CENTRAL ARIZONA PROJECT AND THE SOUTHERN NEVADA WATER PROJECT IF A FINAL ENVIRONMENTAL IMPACT STATEMENT HAS BEEN FILED IN CONNECTION WITH SUCH PROJECTS.
