TO TABLE THE ROTH AMENDMENT TO S. 1753, THE BILL AUTHORIZING FUNDS THROUGH FISCAL YEAR 1983 FOR ELEMENTARY AND SECONDARY EDUCATION PROGRAMS. THE ROTH AMENDMENT ESTABLISHES GUIDELINES UNDER WHICH COURTS MAY ORDER THE BUSING OF STUDENTS ON THE BASIS OF RACE, COLOR, OR NATIONAL ORIGIN. THE EFFECT OF THE AMENDMENT IS TO LIMIT THE USE OF BUSING AS A REMEDY IN SCHOOL DESEGREGATION CASES.
