THE BURTON AMENDMENT PROVIDES FOR A BALANCED BUDGET BY REDUCING BUDGET AUTHORITY AND OUTLAYS BY THE AMOUNT OF UNOBLIGATED FUNDS IN THE DEFENSE BUDGET AND DOE OVERHEAD COSTS AND URANIUM ENRICHMENT PROGRAMS, AND INCREASING REVENUES BY $3 BILLION BY RECOMMENDING THE REPEAL OF THE FOREIGN TAX CREDIT FOR OIL COMPANIES.
