THE DE LA GARZA SUBSTITUTE SPECIFIES THAT SUCH AN OFFICE BE ADMINISTERED BY A DIRECTOR OF BILINGUAL EDUCATION, APPOINTED BY THE SECRETARY, RATHER THAN HEADED BY ONE OF THE ASSISTANT SECRETARIES AS SPECIFIED IN THE ORIGINAL AMENDMENT.
