TO AGREE TO AN AMENDMENT TO THE SATTERFIELD AMENDMENT TO H.R. 3917, HEALTH PLANNING. THE SATTERFIELD AMENDMENT STIPULATES THAT THE ISSUANCE OF A CERTIFICATE OF NEED MAY NOT BE MADE SUBJECT TO ANY REQUIREMENT NOT DIRECTLY RELATED TO A DETERMINATION OF THE NEED FOR WHICH THE CERTIFICATE IS TO BE ISSUED. THE PREYER AMENDMENT PROVIDES THAT A CERTIFICATE OF NEED MAY NOT BE SUBJECT TO ANY CONDITION THAT DOES NOT DIRECTLY RELATE TO REVIEW CRITERIA DEVELOPED AND PUBLISHED BY THE STATE AGENCY AFTER REASONABLE OPPORTUNITY FOR A HEARING AND DEBATE. (MOTION FAILED)
