THE BELLMON AMENDMENT PROVIDES FOR THE SUBMISSION OF PLANS FOR NEW INSTITUTIONAL HEALTH SERVICES IN A VA FACILITY AT WHICH MEDICAL SERVICES ARE PROVIDED. (MOTION PASSED)
