TO AMEND THE BAKER AMENDMENT TO S. 586, A BILL AUTHORIZING FUNDS FOR FISCAL 1980-1981 FOR THE DEPARTMENT OF STATE. THE BAKER AMENDMENT REPEALS SECTION 21 OF THE STATE DEPARTMENT AUTHORIZATION ACT OF 1977 THAT REMOVED THE DISCRETION OF THE SECRETARY OF STATE TO RECOMMEND THE GRANTING OF TEMPORARY NON-IMMIGRANT VISAS FOR MEMBERS OF COMMUNIST ORGANIZATIONS. THE JAVITS AMENDMENT CLARIFIES THE AUTHORITY OF THE SECRETARY OF STATE BY RESTRICTING THE ISSUANCE OF TEMPORARY VISAS FOR MEMBERS OF LABOR ORGANIZATIONS RUN BY TOTALITARIAN GOVERNMENTS AND MEMBERS OF THE PALESTINE LIBERATION ORGANIZATION.
