THE PROXMIRE AMENDMENT (SUBSEQUENTLY PASSED ON VOICE VOTE) DELETES THE REQUIREMENT OF VETERANS' AFFAIRS COMMITTEE'S RESOLUTIONS APPROVING MAJOR VA MEDICAL FACILITY CONSTRUCTION OR ACQUISITION BEFORE APPROPRIATIONS MAY BE MADE.
