THE JONES SUBSTITUTE SETS FISCAL YEAR 1983 LEVELS AT $836.2 BILLION IN BUDGET AUTHORITY, $784.2 BILLION IN OUTLAYS, WITH A DEFICIT OF $107.5 BILLION. (MOTION FAILED)
