THE FLORIO AMENDMENT MAKES SUNDRY TECHNICAL AND CLARIFYING CHANGES IN THE ORIGINAL BILL AND INCORPORATES THE PUBLIC WORKS COMMITTEE AMENDMENTS. THE GRAMM AMENDMENT STRIKES PROVISIONS WHICH APPLY RCRA REGULATIONS TO SMALL QUANTITY GENERATORS AND REQUIRES THE EPA TO STUDY AND REPORT TO CONGRESS ON THE ADVISABILITY OF APPLYING REGULATIONS TO OPERATIONS GENERATING LESS THAN 1,000 KILOGRAMS PER MONTH.
